Leadership Team
Bill Gillis, PhD
Co-Founder
Prior to co-founding VISIONTECH360, Bill Gillis led the start-up of several nationally-recognized research centers including the Center to Bridge the Digital Divide at Washington State University (2001-2008) and the Center for Rural Pennsylvania (1988-1990). He served for six years as one of three appointed Washington State Utilities and Transportation Commissioners (1994-2000). Bill's expertise in rural policy and regulatory issues led the Federal Communications Commission (FCC) to select him to chair the Federal Rural Task Force on Universal Service. His delivered expertise in innovative information technology strategies has also extended internationally to India, Brazil, Taiwan and several African nations. Bill earned a PhD from the University of Wisconsin (1981), and BS (1977) and MS (1979) degrees from Washington State University.
Matt Mitchell, PhD
Co-Founder
Matt Mitchell is a social science entrepreneur with extensive experience in managing complex systems involving people and digital technologies. As a Senior Research Associate at Washington State University, Matt was funded by a major US foundation to innovate a sustainable initiative for community technology organizations. As Deputy Director of an African-based education program, he coordinated curriculum design and managed reciprocal agreements among several national universities for a shared graduate degree program in telecommunications policy and regulation. As the founding director of a nationally-recognized digital inclusion network, Matt designed and implemented two grant-making efforts (one publicly-funded, one privately-funded) focused on the development of community technology programs. Matt earned his PhD from Gonzaga University (2001), MA from Prescott College (1997) and BA from the University of Colorado (1992).
Karen Manuel
Senior Project Manager
Karen Manuel manages research projects for VISIONTECH360, collecting field data and managing client relations. Karen has served as the Director of Digital Inclusion Initiatives at the Puget Sound Center for Teaching, Learning and Technology in Lynnwood, Washington. Her professional experience includes over eight years of experience managing workforce development programs and leading initiatives to increase technology access and training in high-need communities. She has managed partnerships, programs, and professional development initiatives that improve the teaching of science, math, and technology and was Co-Principal Investigator and project director on a National Science Foundation Information Technology Experiences for Students and Teachers (ITEST) grant for TechREACH. Karen has expertise in researching and evaluating the impact of equity initiatives and is an active leader and board member of the Communities Connect Network, the City of Seattle Citizens' Telecommunications & Technology Advisory Board, Reel Grrls, and Interconnection.
Kandy Moore
Senior Web Developer
Kandy Moore is a computer science professional with experience in database design and management and development of interactive web applications for economic development. Kandy has served as the lead programmer for the Washington State Community Indicators Initiative as well as an university instructor of multimedia sequence courses. Kandy graduated magna cum laude with a BA in Computer Science & Multimedia Studies and is completing her graduate degree, both from Eastern Washington University.
Adrian Folsom
Director of Strategic Development
Adrian Folsom brings a robust technology background to VISIONTECH360's strategic planning and business development. He has been involved with the design and structure for the artificial intelligence behind the innovative Virtual Agents for TD Ameritrade and Alaska Airlines. Adrian is consistently a champion for creating a more efficient and profitable experience for the client through the strategic implementation of technology. At the facility expense management company Advantage IQ, he created an automated electronic payment process and successfully converted dozens of power companies away from their standard paper check payment system decreasing costs and processing time while increasing accuracy. He also managed and expanded the Electronic Data Interchange processes for a growing manufacturing firm. Adrian earned his MBA from Whitworth University (2009) and BA in Business Technology from Eastern Washington University (2007).
